Cut matters most, carat matters least. An honest order of priorities for buying a diamond.

Every diamond is graded on cut, colour, clarity and carat. They are not equally important.
Cut
Cut decides how much light comes back out of the stone. A well-cut half-carat will outshine a poorly cut one twice its size. Never compromise here.
Colour
F to G reads as white to the eye once the stone is set. Paying for D or E is paying for a difference only a lab can see.
Clarity
VS stones have inclusions you cannot see without magnification. That is all you need.
Carat
Carat is weight, not size, and prices jump at round numbers. A 0.90 ct stone looks the same as a 1.00 ct and costs noticeably less.
